Riverside, MO Shafer, Kline & Warren, Inc. served as part of a consultant team tasked with developing a new Master Plan for the City of Riverside. Team members included: BNIM Architects (planning, urban design), SKW (planning), The ETC Institute (community surveys) and Development Strategies, Inc. (economic/market analysis). The Master Plan evolved through an extensive public participation process with stakeholder interviews, a community-wide citizen survey, a community-wide business survey and town hall meetings. In addition, the consultant team prepared a detailed economic analysis of the community to determine long-term development potential within the City. As this information was compiled, the consultant team prepared several development scenarios for the community to review. At the town hall meetings, citizens worked in groups to assist the consultant team in refining the development scenarios for presentation to the City’s Planning Commission and Board of Aldermen. During a Saturday workshop with the Planning Commission and Board of Aldermen, two conceptual scenarios were presented with the associated survey and economic data. Based on this information the City selected a preferred alternative and the consultant team began to develop an implementation program. Through weekly team meetings, the consultant team was able to complete the project in less than 10 months. The Riverside Master Plan was awarded the Outstanding Plan of 2006 by the Missouri Chapter of the American Planning Association.
