SKW prepared survey, preliminary and final design, construction documents and provided bidding and construction phase services for an improvement district to construct 127th Street (Metcalf to Foster) and Foster (north & south of the 127th intersection) in Overland Park, KS.  This fast-track, developer-driven design was delivered on schedule.  The improvement encompassed 1200' of thoroughfare on 127th and 1200' of thoroughfare/commercial collector on Foster.  Median-divided thru and turn lanes, enclosed drainage, lighting, sidewalks, and traffic signal modifications were included in the approximately $2 million of improvements.

As a supplemental agreement, SKW provided additional engineering services for the Metcalf median and turn lanes.  In order to improve an existing drainage problem, SKW superelevated 1200’ of Metcalf to eliminate future drainage issues and improve the traffic pattern at the 127th Street intersection.

In order fund the improvements, SKW helped establish an improvement district for the project. Establishing the district allowed the City to initially fund the project with the cost of improvements dispersed to area landowners to be paid through property taxes over a multi-year agreement.
